The charge amplification works on the next STRAIGHT used, regardless of what structure it's used on. Thats a GOOD thing. We call it chambering.
Weirdly, the charge amplification for KICK and UPPERCUT will NOT work on the first held structure that builds the charge, but WILL work on any OTHER structure.
EG. I hold a cube, trigger charge, summon a different cube, i can do a special combo on that second cube with a charged uppercut to start, but not on the original cube, as it would be a regular uppercut.

Thanks for reporting, the issue came from a certain "Filter system" that should determine the correct Structure to apply a multiplier on was not working correctly, resulting in allowing any Structure to receive said multiplier bonus.
Furthermore another issue was present where a grounded-holded Structure would not receive said multipliers at all, resulting in Charge Stone multipliers never working on grounded holded Structures.
Unfortunately, that also means the "Chambering" mechanic will no longer be present, this is intentional, and the Charge Stone now actually works according to its design.
This change will be shipped with the upcoming major release for Character Creation.

UPDATE: We worked out that you dont get a charged Uppercut or Kick on the initial held grounded object. But you can get a charge U or K on ungrounded structure that were held (like a ball) OR other structures that didnt start the charge. Weird.
