I've had this happen to me in both the park and the private island but never in an actual match. This is easiest to recreate with wall spam, simply spawn a whole bunch of walls as fast as you can in around the same spot (from my experience it can happen both if you spawn them in the exact same spot and in the general area of that spot) and then while staying in that area destroy all of those walls, you will not be able to spawn anything, not even discs and boulders. This doesn't happen too often but it possible to reproduce it with enough tries and is generally just a bit annoying if it does end up happening.
